The first perk, Iron Fist (Strength 1), should work similar to as it did before, adding bonus damage to all unarmed strikes. For instance, having Strength 1 will give you access to Iron Fist (increased melee damage) while Strength 6 will give you access to Strong Back (increased weight capacity). That means 10 perks for each SPECIAL stat, so having more points in a stat will increase the variety of perks that you can possibly take.
